Speech given by Juan Antonio Fernández Palacios the Cuban representative before the Human Rights Commission in Geneva 

Dear President:

If this was not the commission of lies and hypocrisy it would have been difficult to believe what is occurring today.  We have just been given by the biggest and most gross violator of human rights in the world a ridiculous letter in which although it has nothing of substance, tries by it's title "Human Rights Situation in Cuba" to unjustly and discriminatorily single out our nation.  

Although it seems that everything is possible in the farce in Geneva, one thing is for sure: the Empire had to remove it´s mask, for this time it couldn't find a lackey to it's dirty work.  The Empire is so discredited, it's lack of moral and ethical credentials is so great, it's arguments so weak that they have had to take in hand this shameful task.

Even so the times have passed in which they could write in their text all their anti-Cuban lies; lies manufactured in Miami and in Washington.  All these lies have always been destroyed by the steel of our resistance and our will to fight and to overcome.

Today we are saddened by the role played by the accomplices of the Empire.  There is the European Union servile, not being able to articulate an independent policy, a policy independent of his powerful ally; a policy also based on fear.  A policy which is now endorse by former Socialist countries as they went from being one satellite to becoming another satellite, as they have received a Trojan Horse and are now supporting the Union who is at the service of Washington. 

Mr. President:

While the prestige and the credibility of the Commission is questioned more each day,  while the politicization, the double standards are discrediting this organization by the passing of each day, the peoples of the world and intellectuals around the globe came out to defend Cuba;  they came out not only to defend Cuba but to denounce Imperial plans and their horrific crimes.  Those are the ones that count as they are the ones who are fighting for a better world.  

More than four thousand signed a petition made by artists, teachers, writers, newsmen, social activists, defenders of human rights, including six Nobel Prize winners, entitled "Stop the new maneuvers against Cuba".  The signers of the petition urged their governments, "not to permit that the Commission be used to legitimize the aggressions against Cuba made by the anti-Cuban administration of George Bush, in the moment where Washington's belligerent policies can lead to grave consequences".  

They represent the voice of a better world, one in which we are fighting for.  They give us new strength, because they show us that we are not alone.  They along with millions support us and are themselves encourage by our resistance.  They see Cuba as an example of dignity, and as defender of a noble cause; they admire us because we have never renounced our principles, because we have never betrayed a friend and because we firmly believe in what our founding father Jose Marti said: "Believe in the people is humanity."

Mr. President:

We all know of the intentions of demonizing Cuba before this commission; demonizing our nation for it's rejection of the unjust imperialist world order, for our uncompromising defense of our independence and sovereignty, for our decision to take our own road without accepting outside interference and meddling in our affairs.   

Our nation is an example of a popular and truly participatory democracy.  Our indices demonstrate that we have made great strides in health, education, in jobs.  In spite of of the cruelest and the most prolonged embargo suffered by a people in history our system has ensured social justice for all.  Because of our beliefs we have given our solidarity to those least fortunate in the world. 

These are the real reasons that explain the obsession each of the US administration and of the protected Cuban-American extremist groups and terrorists who reside in Miami.  For more than 45 years our small rebel island has had to confront the most powerful nation of all times.  US imperialists have used all of it's resources against the Cuban Revolution:  mercenary invasions, terrorism, biological warfare, radio communication warfare, assassination attempts against our leaders, the financing of a fifth column, and a genocidal embargo whose intention is to have us surrender because of hunger and disease. 

Cuba is a small country which is being exposed to a war on the political, economic and media fronts.  As the US tries to enslave us, it denies us of our right to be free; it tries to crush us because we represent sentiments and ideas that are noble and just.     

Mr. President:

The US has no moral right to speak out against Cuba or any nation gathered here today.  We all know that it is a fascist regime who terrorizes the world, a fascist regime which has given itself the right to intervene and to to engage in a preventive strikes in more than 60 countries, a regime which has given itself the right to assassinate foreign leaders, which ahs given itself the right to "regime change", a regime which has in essence legalized torture.  

What moral can the US have in condemning Cuba when today it receives Luis Posada Carriles, a terrorist classified by them as being one of the most dangerous terrorist in that hemisphere?  How can they appoint themselves to judge the Cuban government when they haven't even acknowledged whether or not this well known terrorist, who was detained in Panama for trying to assassinate the President of Cuba and who was fraudulently pardoned by the then President of Panama Mireya Moscoso in August 2004, is in US territory?  Why does the US government submit five Cubans fighting against terrorism to deplorable conditions in prison while at the same time welcoming three terrorist accomplices of Posada Carriles?  How is it possible that the European Union with all it's wisdom and it's defense of human rights dares to spawn a thing that they themselves do not even believe in and at the same time remain silent about the US government giving refuge to a terrorist who has murdered dozens of Cubans, taking from them the most fundamental human right, the right to live?  Isn't this prove of the double moral that exists today in this Commission? 

The power brokers of the US have proven themselves to be the worst human violators this planet has seen, with a proven record of wars, acts of aggression and conquest, with their indiscriminate bombing using "smart weapons", with their abusive use of the death penalty, with their hunting of Mexican and Hispanic immigrants in the Rio Grande frontier, with their structural and endemic racism that gravely affects the Black Americans as well as the native Americans and which makes them the major victims of a sinister prison system. 

The government of George W. Bush who has made the Base of Guantanamo into an international center of torture, while at the same committing infernal crimes in Abu Ghraib, while destroying Faluya an ancient city in the heart of what was the civilization of Mesopotamia, does not posses the moral authority to become the judge of others.

Mr. Bush also has a plan for Cuba.  The Cuban people know it well.  Behind the smokescreen is a plan to take away all the rights we have conquered:  our real democracy, our liberty, our dignity, our education. our health, our housing, our lands, our social gains.  We have our destiny clearly defined.  We know why we fight and resist; we know what we want: a free and independent nation, fighting for social justice; a well educated nation each day more democratic and Socialist.  Although we are sometimes dissatisfied with our own endeavors, as revolutionaries we will continue to support our cause and perfect our work.  We are currently doing just that. 

Cuba will never stop struggling.  We will never surrender.  We will never make concessions.  We will never be silenced; not even in this Commission manipulated by the most powerful; a commission made repugnant by so much hypocrisy, intrigue and intimidation.  We will always be with those that do not surrender their dignity, those that uphold the greatness of ideas and principles; we will always be with those that do not give up on the dream of having justice prevail for all and dream of living in a better world.
